In this PR Pipeline and PipelineModel are kept with Python implementations.
However, 2 bad things are
1. It's hard to handle the scenario that Pipeline and PipelineModel
themselves are used as stages.
2. I have to add a public PipelineModel constructor to generate Scala
PipelineModel in Python side.
