SPARK-14448 Improvements to ColumnVector
## What changes were proposed in this pull request?
In this PR, two changes are proposed for ColumnVector :
1. ColumnVector should be declared as implementing AutoCloseable - it
already has close() method
2. In OnHeapColumnVector#reserveInternal(), we only need to allocate new
array when existing array is null or the length of existing array is shorter
than the newCapacity.
## How was this patch tested?
Existing unit tests.
