[SPARK-14941][SQL] Remove runtime HiveConf - WIP - NOT READY FOR REVIEW
## What changes were proposed in this pull request?
This patch removes the runtime execution HiveConf, replacing it with
SQLConf instead.
## How was this patch tested?
Updated existing tests to reflect the change.
Note that this is WIP and not ready for review.
You can merge this pull request into a Git repository by running:
