    [SPARK-16081] Disallow using `l` as variable name

    ## What changes were proposed in this pull request?
    
    This PR adds a ScalaStyle custom rule, `DisallowMisleadingVariableName`, by 
using `TokenChecker` rule with regex `^l$`. Actually, this rule prevents the 
potential misleading `l` as a token.
    
    ## How was this patch tested?
    
    Manual.
