The use case seems weird if you're usually developing on hardware that you control, but makes more sense if you're developing a Spark application and then want to give it to someone to run on their own cluster. It integrates with `SparkLauncher` so that you can spawn cluster jobs that use the correct version of Java without forcing the recipient of the app to futz with their cluster.
