    ## What changes were proposed in this pull request?
    
    Saving partitions to JDBC in transaction can use a weaker transaction 
isolation level to reduce locking. Use better method to check if transactions 
are supported.
    
    ## How was this patch tested?
    
    Existing Jenkins tests.
