[MINOR][SQL][TEST] Remove timezone setting from DataFrameTimeWindowingSuite
## What changes were proposed in this pull request?
It's unnecessary. `QueryTest` already sets it.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/brkyvz/spark test-tz
Alternatively you can review and apply these changes as the patch at:
