[SPARK-16511][SUBMIT] Expose SparkLauncher's ProcessBuilder for user ## What changes were proposed in this pull request? Expose the `ProcessBuilder` in `SparkLauncher`, as well as opening up `SparkLauncher#startApplication` to allow accepting arbitrary ProcessBuilders.
