`TRUNCATE` is not always right choice for the existing tables, because
sometime users really wants to delete all information including
INDEX/PARTITIONS, too.
`SaveMode.Overwrite` should mean `SaveMode.Overwrite`. We can not optimize
it without user permission even for the same schema .
