I share some of @MLnick's concern we've looked at similar changes with
using system random seeds for the defaults in other places and had difficult
with making reproducible tests - in general we use the same hash of classname
seed in most places. Also if we do make this change in Scala it would be good
to have a corresponding follow up across the other languages.
If we _don't_ end up making this change at the very least we could improve
the documentation so users are aware.
