..rebased the patch against master; addressed @vanzin's comments. the
`mkdirs()` change in `HDFSBackedStateStoreProvider` done after reviewing code
in Hadoop, esp. HDFS and RawLocal. When the local fs gets a `false` back from
`java.io.File.mkdirs()` it looks at the destination, and if it is not a
directory, upgrades the failure an IOE.
