Yeah I just ran a few tests and the local spark, the master and the works
all need the conf otherwise the web ui will behave oddly. I tested with the
Master configured and the application not and the master tries to use the proxy
but it doesn't work, but the app ui is still accessible at it's normal
location. Inversely if the app is configured but the master isn't then the ui
doesn't exist anywhere because it's not on the web ui port and the master isn't
set up for proxy. As for the works not configured, that shows as log links not
using the proxy (also note the worker UI's are available at their normal
location whether or not proxy is on).
