[SPARK-8519][SPARK-11560] [ML] [MLlib] Optimize KMeans implementation.
## What changes were proposed in this pull request?
Use BLAS Level 3 matrix-matrix multiplications to compute pairwise distance
in k-means.
This is the updated version of #10806.

Existing unit tests.
