Some FetchFailure refactoring
## What changes were proposed in this pull request?
Readability rewrites.
Changed order of
`failedStage.failedOnFetchAndShouldAbort(task.stageAttemptId)` and
`disallowStageRetryForTest` evaluation.
Stage resubmission guard condition changed from `failedStages.isEmpty` to
`!failedStages.contains(failedStage)`
Log all resubmission of stages
