During my tests, LSH without amplification can be (0.5, 0.5)-sensitive or even worse depending on the input distribution. Even that case, `outputDim = 4` or `outputDim = 5` already gives very good accuracy. And the number of rows being scanned should be proportional to `outputDim * averageBucketSize`.
