When I use python3 to test installation with pip3, running `python3
dev/pip-sanity-check.py` causes exception like:

Exception: Python in worker has different version 2.7 than that in
driver 3.5, PySpark cannot run with different minor versions

I know that is because `PYSPARK_PYTHON` and with proper setting it works.

Is there any way to set up this for python3 installation? Or at least we
should document this at pip installation section?
