[SPARK-19161][PYTHON][SQL][WIP] Improving UDF Docstrings
## What changes were proposed in this pull request?
Replaces `UserDefinedFunction` object returned from `udf` with a function
wrapper providing docstring and arguments information.
## How was this patch tested?
Unit tests.
