    [SPARK-17967][SPARK-17878][SQL][PYTHON] Support for array as an option for 
datasources and for multiple values in nullValue in CSV

    ## What changes were proposed in this pull request?
    
    Multiple values in `nullValue` is actually more reasonable and `read.csv()` 
in R already supports it. In practice, there might be many values that should 
be treated as `null`. Also, this matches the behaviour to R's one as well.
    
    This PR suggests to add an API in Python, Scala and Java that takes 
`Array[String]` and the support for multiple values in `nullValue` option in 
CSV.
    
    In case of R, there seems requiring to be more changes. This will be 
followed up by this PR.
    
    ## How was this patch tested?
    
    Unit test in `readwriter.py`, `CSVTypeCastSuite.scala` and `CSVSuite.scala`.
