[SPARK-19777] Scan runningTasksSet when check speculatable tasks in T⦠â¦askSetManager. ## What changes were proposed in this pull request? When check speculatable tasks in `TaskSetManager`, only scan `runningTasksSet` instead of scanning all `taskInfos`. ## How was this patch tested? Existing tests.
