[SPARK-20283][SQL] Add preOptimizationBatches ## What changes were proposed in this pull request? We currently have postHocOptimizationBatches, but not preOptimizationBatches. This patch adds preOptimizationBatches so the optimizer debugging extensions are symmetric. ## How was this patch tested?
