[SPARK-20420][SQL] Add events to the external catalog
## What changes were proposed in this pull request?
It is often useful to be able to track changes to the `ExternalCatalog`.
## How was this patch tested?
Added the `ExternalCatalogEventSuite`.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/hvanhovell/spark SPARK-20420
Alternatively you can review and apply these changes as the patch at:
