[SPARK-20711][ML] Fix incorrect min/max for identical NaN feature in
MultivariateOnlineSummarizer
## What changes were proposed in this pull request?
return `Double.NaN` min/max for features only conatining `Double.NaN`
## How was this patch tested?
added tests
