    With the default value (spark.shuffle.accurateBlockThreshold=100M and 
spark.shuffle.accurateBlockThresholdByTimesAverage=2), Yes.
    But the user can make it more strict by setting  
(spark.shuffle.accurateBlockThreshold=0 and 
spark.shuffle.accurateBlockThresholdByTimesAverage=1).
