Not sure if I understand correctly. Currently `CodegenFallback` already
does codegen for non-codegen expressions via `CodegenContext.references`. So I
am not sure if we don't have an adapter like `CodegenFallback`, how do we
evaluate non-codegen expressions in codegen?
