Based on this code:

It looks like there are two types:
1. 8 byte compact decimal that fits in a Java `long`
2. Up to length 16 `Array[byte]` representation (based on the `BINARY`)
type.
I think Arrow's Decimal representation in Java is almost identical to this.
Looking at the `BigInteger` Java implementation (which is what `BigDecimal`
sits on top of) the sign is carried around in the first `byte` of the array.
