[WIP][SQL] Add DataSource suite validating data sources limitations
## What changes were proposed in this pull request?
This test suite aims to test if underlying data sources supports Spark data
values limits and PPD.
## How was this patch tested?
Pass the Jenkins.
You can merge this pull request into a Git repository by running:
