Another subtlety: when the web UI receives a request for a thread-dump, it
would need to issue a RPC to the executor to fetch that request. Ideally, we
wouldn't block the UI server thread in order to prevent a slow driver ->
executor round trip from leading to a huge buildup of waiting threads and
causing starvation / dropped requests.
