[SPARK-25453] OracleIntegrationSuite IllegalArgumentException: Timestamp
format must be yyyy-mm-dd hh:mm:ss[.fffffffff]
## What changes were proposed in this pull request?
This PR aims to fix the failed test of `OracleIntegrationSuite`.
## How was this patch tested?
Existing integration tests.
