[SPARK-5069][Core] Fix the race condition of TaskSchedulerImpl.dagScheduler
It's not necessary to set `TaskSchedulerImpl.dagScheduler` in preStart.
It's safe to set it after `initializeEventProcessActor()`.
You can merge this pull request into a Git repository by running:
