   I search for "ApplicationState.RUNNING" in the whole project, only be set in 
function 
`org.apache.spark.deploy.master.Master#allocateWorkerResourceToExecutors`, 
which means if app gained 0 executors it should be the init 
state(ApplicationState.WAITING)
