Actually, IETF and its precursors started to do 4299 a long time ago by splitting the discussions between f2f and mailing list. This split has so many advantages that we endure its consequences as they are worth it. We have well-established rules such as “must be confirmed on the mailing list” that can mitigate the consequences somewhat. *For some WGs*, the same is true between mailing lists and github issues. (Generally, these WGs have a high level of contributions by people who are used to the GitHub way of collaborating.) Clear rules help here, as well.
