*If* you decode it as ISO-8859-1, there is a soft hyphen (not an em dash) in that file (in http://standards.ieee.org/ <http://dards.ieee.org/>). If I decode it as Mac-Roman (to pick a random weird charset), it’s a not-equal-to sign: http://stan≠ dards.ieee.org/ But I think the point here is that this file isn’t a valid UTF-8 file, and until that is fixed, it would be good to have a validated guess of what it should be (in rfc2497.json, for instance).
