Yes, you should be able to install a 32-bit x86 domU guest on a 64-bit x86_64 dom0 host as of 5.1. However, note that this isn't a fully supported feature just yet, its provided as a 'technology preview' at the moment, as its a fairly recent feature addition to xen.
