/usr/bin/install shipped with RHEL4 had a '-C' option - the man page entry is:

 -C  Install  file,  unless target already exists and is the same as
     the new file, in which case  the  modification  time  won’t  be
     changed.

However, with /usr/bin/install on RHEL5, this option is not there.

The changelog for RHEL5 coreutils has:

* Thu Mar 24 2005 Tim Waugh <[email protected]> 5.2.1-43
- Removed patch that adds -C option to install(1).

Does anyone know why this option was removed?
