That is true, but I have had a "3Com Corp, Modem Division 56K FaxModem
Model 5610" (from lspci) aka "U.S. Robotics 56K FAX INT V5.22.70" (from
ATI3) in a server that has been up for well over a year with no problems
(sending faxes and TAP alpha pages).

Really, a decent modem doesn't need to be power cycled.
