This sounds similar to issues we had with broken load balancers which
did not handle TCP window scaling (these were in front of a web
server which yielded terrible performance to RHEL 5 hosts).  For a
discussion about the window scaling issue, see:

You could try their suggestion for turning off the window scaling
(or the alternate reduction of the outgoing TCP buffer size mentioned
rather far down in the article) to see if this has come into play.
