You could try:
yum groupremove 'Development Tools'

There are several other "devel" groups as well, which you might want to remove:
# yum grouplist | grep -i devel
   Development Tools
   GNOME Software Development
   Legacy Software Development
   X Software Development
   Development Libraries
   Java Development
   KDE Software Development
