As discussed prior, per BZ504052/BZ504794, any newer BIND release, such as 9.6+ with newer HMAC support, would need to be a Tech Preview / concurrent release, because the configuration file would break existing BIND 9.3 deployments. If you have a TAM and/or open IT related to this, be sure to have at least the first BZ assigned to any tickets related to this issue.
