You can do a pvcreate on the device itself, but it can lead to trouble.
 Some software(*) will regard a disk with no partition table as
uninitialized and will complain, sometimes even complain and helpfully
corrupt the data on the disk.

It's better to be safe and create a partition table, just create one
partition spanning the entire disk.
