This should work fine, but you need to copy everything that's on the
installation DVDs into a directory (or mount the DVD in an appropriate
place). Eg. here's the contents of /etc/yum.repos.d/rhel-base.repo from
one of our RHEL5.3 machines:
[rhel-base]
name=RHEL Base RPMs
baseurl=http://packageserver/repos/os-rhel5.3-x86_64/Server/
enabled=1
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release

Then for the cluster RPMs we have rhel-cluster.repo:
[rhel-cluster]
name=RHEL Cluster RPMs
baseurl=http://packageserver/repos/os-rhel5.3-x86_64/Cluster/
enabled=1
gpgcheck=1
gpgkey=file:///etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release
