You need to make the machine physically secure -- anyone who has access to
the machine can boot something that will give them access to the data stored
there.

If you can't do that then you will need to encrypt the file systems that you
believe contain sensitive data.  Of course, if you need to reboot the
machine you will need access to the console to type in the encryption
password.
