You'd put something like (warning: untested, salt to taste): [User update perms] Identity=* Action=org.freedesktop.packagekit.system-update ResultAny=no ResultInactive=no ResultActive=yes (or auth_self) in /etc/polkit-1/localauthority/30-site.d/<foo>.pkla.
