I think it does set it for all accounts. On my (Fedora) system it puts the following in /etc/X11/xorg.conf.d/00-system-setup-keyboard.conf

        Identifier      "system-setup-keyboard"
        MatchIsKeyboard "on"
        Option          "XkbModel"    "pc105+inet"
        Option          "XkbLayout"   "us"

EndSection



It doesn't work.
