Your code trying to move it back to the processing queue looks right. There isn't a transaction that eventually rolls back the move is there?
Being moved to the discarded queue means there were no consumers consuming that message (either by not being registered, or expired instance subscription). In the case of Saga's it means that the saga was already completed, never started, or has a mismatched CorrelationId.
