Some time ago it screwed one of my commits which forced me to edit the generated patch and manually regenerate the gpg signature for it. Since then, I switched to 1.3 and never had any problems.
The only way I can think of to do (b) would be to remove the file from arch, change it's id and re-add it. But that would give us whole host of other problems, so maybe the best thing to do is try to get everyone to use a version newer then 1.2 (and not put quotes in the id of any future files).
