You do "cvs add".  After all, it's an operation that doesn't change the
repository (not until you actually `commit').  Admittedly, cvs stupidly
insists on contacting the server both for "cvs add" and "cvs remove", and
since the maintainers seemed unwilling to change this behavior, I think
you'll have to do things by hand: edit the CVS/Entries file.
To know what to put there, you can do a "cvs add" on a local test repository
to see how it changes the CVS/Entries file.
