Tracker isn't installed on my (old) Ubuntu Dapper machine, and isn't
even in the default repositories (I think).  While its interesting,
your idea does seem to mean adding a big new dependency to RB which
could be contentious.  Am I right in thinking that Tracker isn't even
an official part of GNOME yet (i.e. the default install in the latest
release)?
