rich:page: add option which allows not to otuput html-head-body tags

Currently component encodes layout with the html starting tags. And in the
result user can't define page with one form around the all parts of the page
(header, footer, sidebar). And if we allow manual html tags definition around
and will encode only actual semantic layouts using page - it will allow the
user to specify form around the page.
