PanelBarItem: problems with current markup which uses two spans for label with
the same values for hidden and shown state

Actually in 2) case update occurs but the hidden span updated.
I do not think from the beggining that usage of the two spans is optimal
solution and additional problem - the ids of the spans is the same.
