Investigate jdocbook dependency for highlight jar

There seems to be a dependency from jdocbook on the highlight.jar. However for
some reason it exists in the org.richfaces.docs directory, and believe was
maintained by the previous doc team.
This can cause a problem with builds in offline made, and seems not to be the
best structure. I would like to understand the reason it is there, and if
there is a way to remove it.
To reproduce the issue:
Clear the <mvn-local-repo>/org/richfaces/docs directory.
In /root/docs/trunk run mvn -o clean install
